The Ministry of Transportation (MTO) has awarded a large construction contract to the Dufferin Construction Company to widen the QEW through the City of St. Catharines. HCI has been selected to administer this contract on behalf of the MTO. This website will serve as an information guide to all stakeholders for the duration of the project.

 

Background

MTO Contract 2007-2027 is located on the QEW, from 1.1 km west of Seventh Street to the Garden City Skyway, in the City of St. Catharines, Regional Municipality of Niagara.

This section of the QEW is the last remaining section between Toronto and Niagara Falls that has not been widened to a six-lane cross-section.  The purpose of the project is to provide improvements to this section of the QEW by widening from four to six lanes, constructing a median tall wall barrier and new storm drainage system, reconstructing / re-configuring interchange ramps, rehabilitating, widening or replacement of structures, and providing full illumination to address safety, operational and capacity concerns.

The work is scheduled to be completed in stages starting in the spring of 2007 and completing  by the summer of 2011

Scope of Work

The scope of work includes:

·    Reconstructing and widening of QEW from four to six lanes, from 1.1 km west of Seventh Street easterly to Bunting Road, for approximately 9.4 km

·    Construction of centre median with paved shoulders and tall wall barrier

·    Provide 3m right hand shoulders adjacent to mainline lanes and 2.5m right hand shoulders adjacent to speed change lanes

·    Install shoulder concrete barriers on both sides of QEW

·    Construct approximately 1,370m of retaining walls

·    Install approximately 5,450m noise walls in residential areas

·    Construct storm drainage system including storm water management facilities

·    Geometric improvements to interchange ramps, speed change lanes and ramp terminal intersections at Highway 406, Martindale Road, Ontario Street, Lake Street and Niagara Street

·    Construct new entrance ramp to QEW from westbound Dieppe Road west of Welland Avenue

·    Re-align and widen Martindale Road from two to four lanes between South Service Road/Corporate Drive and new westbound off-ramp terminal

·    Re-align and widen Lake Street from four to five lanes between Dunlop Drive and Meadowvale Road

·    Reconfigure Dieppe Road/McCalla Drive at Niagara Street approaches.

·    Modifications to various service roads/side roads

·    Widen overpass structures at Third Street

·    Demolish existing bridge and construct a new single-span four-lane underpass structure at Martindale Road

·    Replace existing bridge deck and rehabilitate Ontario Street underpass structure

·    Demolish existing bridge and construct a new underpass structure at Lake Street

·    Demolish existing bridge and construct new overpass structure at Geneva Street

·    Rehabilitate Niagara Street underpass structure

·    Demolish existing bridge and construct new overpass structure at Welland Avenue compete with sidewalks.

·    Culvert extensions at Richardson Creek and Grapeview Creek

·    Retained Soil Systems (RSS) slopes in the vicinity of Welland Avenue and around the stormwater management facility at Spruce Street

·    Provide high mast lighting along the QEW mainline and interchanges, including the Highway 406 interchange

·    Upgrade full illumination at the overpasses (Geneva Street, Welland Avenue) and the underpasses at Martindale Road, Ontario Street, Lake Street, Niagara Street built to municipal standards for their ownership, operation and maintenance.

·    ATMS - upgrade and expand the system to a permanent Incident Detection/Congestion Management system between Seventh St Louth and Garden City Skyway and including Highway 406 approach to QEW

·    Landscaping to address aesthetics, vegetation and wildlife

·    Improvements to municipal streets (Maywood Avenue, Mohawk Road, Dunlop Drive, Dunkirk Road, Meadowvale Road, North Service Road, Dieppe Road) for the City of St. Catharines.
